Job Description

  • Manages experienced professionals, lower level supervisors, or managers.

  • Serve as the Material Management focal point for all Military Avionics Division Programs: production, development and Business Development pursuits, including and EW and MEWC requirements, for the sites: Palm Bay - FL, Malabar, FL and Van Nuys - CA.
  • Responsible for leading multiple sites in Material Management Compliance with MMAS. Conducting cross CAS monthly meetings, scheduling annual internal reviews, review results, assist in implementing any required corrective actions. Report and participate with the Corporate Compliance working group.
  • Manages the implementation of functional strategies and recommends operational plans that directly impact the short- to mid-term function or Division results.
  • Requires broad management and cross-functional leadership knowledge and mastery level knowledge within a specific technical area or broad expertise across multiple related job areas.
  • Responsible for creating workforce and staffing plans for team or department to ensure availability of human capital necessary to accomplish departmental business results. Build and maintain a high-performing organization with low personnel attrition rate, that meets deadlines in a fast-paced operations environment.
  • Support all organization, programs and proposals/pursuits requirements related to Supply Chain, Material Management, Planning, Procurement and Production Operations.
  • Collaborate and interface effectively with cross-functional stakeholders, such as Engineering, Finance, Legal, Contracts, Operations, Procurement, Quality, Program Management and Business Development to understand the business objectives, identify the gaps in current processes, procedures and drive/implement corrective actions and solutions.
  • Interacts both verbally and in writing with DCAA through internal Government Compliance and Corporate internal audit for a variety of Material Management audits.
  • Responsible for identifying and maintaining organization's training needs and for the implementation of continuous improvement initiatives to augment and benefit organization's skills set. Identifies organization's training gaps, develops and implements new training as needed, and identify personnel cross training opportunities, as required to maintain the organization performing optimally.

Essential Functions
  • Support leadership in the development of scalable business, recommends and implements enhancements to improve current processes, systems, tools and development of new processes. Champion's efforts to drive Supply Chain decision making and improve results within Supply Chain Management, such as cost management, performance metrics, labor utilization, source selection, competition, red supplier avoidance and critical path parts identification and sourcing.
  • Responsible for leading and acting as an enabler of supply chain kickoffs and critical decision-making discussions, prior to final procurements. Act as the pivot point, influencer and facilitator of critical supplier selection decisions, enabling transparent communication between the Procurement organization and Programs leadership.
  • Responsible for ensuring organization's labor expenditures are aligned with current and future labor requirements and awards, by systematically evaluating and forecasting available and required personnel resources, and by ensuring Basis of Estimates (BOEs) are accurate, formally processed and approved. In case of discrepancies, work with Program managers and Finance to correct funding allocation as necessary.
  • Responsible for maintaining organization's Control Account Management (CAM) and EVMS training compliant and standardized across the organization.
  • Analyze cost and spending data and collaborate with Finance and Program teams for comprehensive reporting on risk and opportunity in support of forecasting activities.
  • Accountable for Supply Chain early engagement during proposal early stages (Gates 0 to 3). Actively supports Business Development meetings, Bid/No-Bids and recommends Supply Chain risk mitigation strategies to increase Division's probability of win new businesses and pursuits.
  • Responsible for supporting organization's escalation of critical items and for independently working with other functions to bring items to closure and prevent higher escalation.
  • Independently manages projects up to implementation/deployment and participate and/or leads projects and project teams as assigned. Communicates with contacts inside and outside of own department to explain and interpret operational processes, practices, and procedures.
  • Support all audits to include Compliance, Quality, Customer, Trade Compliance, and other required audits and reviews.
  • Support Program and Proposal reviews and resolves Supply Chain concerns related to supplier cost, schedule, lead times, technical performance, and ensures proposal complies and supports L3Harris and Customer objectives. Maintain and report to leadership organization's critical issues, supplier delays, program performance metrics and support monthly reviews.
  • Support the Material Management organization and ensure corrective actions measures with Suppliers are initiated when necessary. Oversees trends in program, supplier and personnel performance to prevent delays or cost overrun.
  • Responsible for driving the team to maintain proper management of inventory, floor stock, production orders, and achieve seamless integration of Material Management and Production Operations organizational requirements. Certifies organization manages inventories of As-Required and Shelf-Life materials to minimize cost and waste.
  • Ensures Material Management organization utilizes ABC inventory strategies and MRP to effectively time-phase material to service cash flow objectives and program schedule.
  • Establishes, track, and report EVMS performance and program metrics to Supply Chain Executive leadership and Division's General Manager as required.
  • Guide and assist the team's in the development of strategies, implement plans, and track progress for cost savings/avoidance initiatives.
  • Responsible for driving critical Supply Chain issues to closure related to schedule, material, procurements and operations across the Division, and escalates critical events to direct, functional and executive leadership as needed.
  • Leads improvement initiatives and briefs project status and path to closure to senior and executive-level management.
  • Monitor's activities against department objectives and submit performance reports to management.

  • DoD Clearance is required, Secret classification at a minimum.
  • Bachelor's Degree with a minimum of 12 years of prior related experience. Graduate Degree with a minimum of 10 years of prior related experience.
  • 8+ years' experience in managing complex programs and/or supply chain efforts.
  • 10+ years' experience with MRP Systems.
  • 10+ years' experience with CAM, Earned Value and EVMS.
  • Prior leadership experience.
  • Relevant prior Materials Management experience in the Defense Industry.

Preferred Additional Skills
  • BS/MS in Business, Economics, Engineering, Supply Chain or related discipline, MS and/or MBA preferred.
  • APICS and/or ISM certification preferred, but not required.
  • Solid experience with MRP systems, concepts and tools, experience with CINCOM Control, Agile PLM, PDM, Expo, TrakStar, RIDS, PeopleSoft financial system, and Kinaxis Rapid Response is a plus.
  • Excellent verbal and written communication skills. Must be able to communicate effectively with a wide array of professional and executive level functions.
  • Proficiency in Microsoft Office applications including Excel, Word, Power Point, Access, Outlook.
  • Ability to analyze and utilize data and reports for decision making and identification of gaps and metrics improvement opportunities.
  • Presentation skills and ability to present to Executive Leadership.
  • Ability to succeed in a fast paced, collaborative environment.
  • Strong working knowledge of supply chain processes and MRP concepts and principles.
  • Knowledge of, and experience with, MMAS, SOX, and CAS requirements, as well as ITAR and EAR regulations.
  • Experience with Federal Acquisition Regulations (i.e. FAR, DFARS, AMS) along with MMAS, SOX, CAS requirements, AS9100 and Trade Compliance, Export Control (ITAR/EAR) laws and regulations.
  • A problem solver, decision maker and ability to lead projects to closure.
  • Lean Six Sigma experience, Green/Black belt preferred.
